I want to get this for my sister because this looks like the best looking premade Zakuro cosplay on the web, but does the boot covers actually go past the knee and up to the thighs? because the boot covers in the picture look pretty short and shes kinda tall anyway.

The outfit came in, I love it, but the shorts are too small. They only go to my hips so the waist measurement is at my hips. How much would it cost to buy a new pair of shorts.
