Is there a petticoat under the skirt or does it naturally puff out.

Hello Fay, there is no petticoat included, it includes the top, skirt & neck wear, so please wear your petticoat if you'd like to have the puff out effect. n_n
*We use a petticoat under the costume when taking product photos.  :)
